Question 1:
Do you find Act Drop Quantity nerfed? Blizzard said it was 8% however, they never said what it was before the patch.
Question 2:
Do you find Item quality nerfed?
My Results:
1) For me it feels the same, but im getting a ton more blues around L61-63 then rare 63s. It may be a bug and only blues got the "buff" or they count blues + yellows as the L63 items but make blues account for a much higher proportion of it.
2) Yes I believe there was a huge ninja nerf to item quality. Last 8 runs in Act 3 got me not a single sellable Act 3 item aka more than 1mil. Thought it was just variance at first but i kept doing it over and over again and each time I basically do half the dungeons in the act. Items are really really bad and have bad rolls and worthless affixes whenever they are L63. Before the patch every 1 full run would produce on avg 1-2 items that can be old for more than a mil.
I unfortunately don't have any specifics to share just yet, but we agree they are low and are looking at adjusting them. We should have more details early next week.
ilvl includes whites.blues and rares. The magicality of the item depends on mf and the probability of the monster to drop a rare./blue etc. If you were getting a guaranteed one million sale every run....dont you think the drop rate was rather high? It's supposed to be a game of chance. The item quality does feel like it was changed, the rolls feel like they are all over the place. But with the increase in number of items being dropped, it's probably them trying to make up for the sheer amount of stuff your getting.
It might be more efficient to run act 1/2, you could probably more runs,at lower repair bills.
The game gave too much at higher acts, and almost nothing in the lower acts.Going further back, if you look at nightmare and hell modes, the game felt like an absolute chore because nothing nice ever dropped in those levels....and that was by design lol, So I'm glad that they're fixing it to give you a chance at an upgrade elsewhere, and nerfing guaranteed good items in later places, it feels right.Although some tweaking needs to be done, this is a step in the right direction. But because of people have gotten used getting good stuff all the time, they are going to be feeling withdrawal symptoms.
I think the problem with feeling disappointed is not just about drop rates, it's more about how the system works in general. Ultimately for items, what people look at are a core set of numbers, because your character is built off those numbers. This makes other attributes feel "lesser". So once you hit the max value of those numbers everything will feel like a downgrade because you lose a chunk from your core character as opposed to make interesting choices that enhance your character in different ways such as the slain sleep peacefully, cannot be frozen, +1 to all skills etc .

I was farming act 3 pre and post nerf and i do notice a difference.
I seem to get more rares after the patch but the quality of those rares are much worse.
No one is farming act 3 or 4 anymore everyone is on act 1 farming now.
