Try dropping your video upload setting in xsplit down. Lost frames usually means your upload speed isn't high enough to stream at yout current settings
Run the speedtest and report results, can't suggest anything unless you take that step
Your plan doesn't mean anything - Telstra might tell you the theoretical max download speed is 30Mbps (which is only possible for Sydney and Melb), but you won't see that.

Actually this was happening to me the other night 0.O it was really weird. I went and started broadcasting and then it was encoding just dropping frames....
For your information, the way I browse the forums, I will open multiple threads in different tabs. Then go through them all one at a time. Often, I'll hit reply, then move on to the next page while it loads. Also, GSL was on at the time, so attention was divided.
A disagreement in chatbox is no reason to try to derail a thread/negrep someone on an unrelated matter
Venom, I think System is on the money with the up bandwidth, and you might even want to come down from that if you're on skype (I think Skype is like most VoIP services needing about ~128kbps for decent quality, more if you're including webcams
Also, who knows, maybe it was just a bad day for the connection, and today it's all good. If it's still bad, try resetting your router, or flushing your DNS cache (you can google flush DNS for instructions, or post back here and I'll give you some)
