Im a high platinum player who plays mostly Terran. However, I have recently just swapped to Protoss as I like warping in is very cool and I like it. I feel I am doing not too bad for platinum level but I feel rather lost as I do not know few key things.
Some points are such as:
1) What should I be paying attention to as protoss?
2) Viable builds against the 3 Races.
3) When to expand?
4) When to upgrade?
I think its cos im experienced and new to protoss so I am not very good at the general basics of the race.
There's a lot you're asking, and I think you would get more responses if you were more specific with your questions.
When to upgrade?
PvT: getting double forge is usually the best option.
PvZ: Prioritise getting attack upgrades, but if your build doesn't involve a quick twilight council, getting 1/1 before +2 attack is fine as well.
However, if they go for a mass ling or muta/ling style you want to get double forge
PvP: If the game manages to get to 2base vs 2base, it's really up to you. Some people prefer double upgrades, I personally treat it like PvZ and don't get more than +1 armour until I'm at +3 attack.

Yeah I am asking a lot.. because I think I have no experience with the race. Whereas for terran I roughly know to get X when I see my opponent getting Y and when it is safe to expand. I guess it will boil down to practice.
1)probes and pylons
2)make expansion and defense it.
3)when it is safe
ask more specific questions because with such broad questions you aren't going to get very detailed answers.
Maybe ask about certain situations in a certain matchup? or even better upload a replay to illustrate what you are having difficulty with.

As a PvZ guide http://www.sc2sea.com/showthread.php?t=4736 this is my write up thats fairly detailed and should be a good guide. PvT and PvP are things you learn in time but try to stick to 1 gate expand in PvT and learn how to make it work vs everything and how to scout information. PvP try to learn 1 base colossus and you shouldn't lose to many players til masters
