202.9.66.76 is the SEA server and 202.9.66.38 is the sea.battle.net address.
No difference in latency, it's just easier to tell people to tracert a battle.net address.
121.254.200.130 is the korean Server IP number and kr.logon.battle.net is exactly the same. So I don't know why some people are saying the things they are ;3
You can't ping it as Blizzard (and whoever they have contracted to host the game itself in SEA) block you from doing so, which is why you do a tracert and use the last known result before 'Destination unreachable' to get your latency.

The difference for SEA and S.korea is less than 50ms (for me in Australia), it's quite possible for you to ping low 20 to kr and high 20s to SEA xD

Changing to fibre optics(for SG Users) drastically improves your ping to KR server. Based on my experience, these were my ping before and after changing:
Before:
SEA: 20ms
NA: 300ms
KR: 500ms
After:
SEA: 10ms
NA: 350ms
KR: 130ms

The old electrical (copper) wiring performs better in a vacuum compared to fibre optics, SG routing (when on fibre) is just much nicer

You have two choices, Change ISP to one that has a better connection to S.korea. Or you do tracert kr.logon.battle.net and post it.. so we can say 'YES a tunneling service to improve your routing would help' or 'Sorry you are one unlucky nub'.
