We have trialed 1 week with SEA only and have had mixed responses. We wish to have it officially discussed now.

Having lived in a country defined within SEA according to Blizzard for 6 or more months.

rather than SEA v international why not just members of the sc2sea community v free open tournament?
let NA pros who want to play in our masters cup and other normally SEA resident only tournaments do so if they are willing to commit to being an active member of the community
chatting, posting build order / guides, post in replay analysis, etc

sure but who's going to police that... how much do you need to chat? how many replays do you need to analyse?

better off keeping whatever rules you come up with clear and simple (especially for non-native english speakers).
