Not always true. In fact I find that Protoss is usually the one who has to actively pressure.

Example:
TvP: gasless 1rax expand vs 3gate expand (e.g. Tal'darim Altar, Shakuras) - if you can hold off any assault your mid-late macro army will be much stronger with your upgrades starting up first.

As Terran if you do 1-1-1s, then yes, you have to pressure because you've invested a lot in tech and opportunity costed your macro.
