Is she good with fixing bikes? Because if you have a single speed bike, then you can convert it to a fixie.

Personally, I wont recommend fixies for a person new to cycling especially if you ain't familiar with SG driving style or roads. Drivers or pedestrian don't really give you room to cycle and if you accidentally hit or frighten them, good luck to you. Cyclists are treated badly in SG society. It is also technically illegal to cycle on pavements in SG if you are not in a bicycle friendly town.
