Isn't that only if you want to play for a different institution? ie one your college has ties with? That's how I read that exception.
No I think it means so like if your in a small area and your university only has like 1k people, and only 2 people of that university plays Sc2, those people can try and join a larger university group or join another university with the same situation.
With
"such as a community college with a direct feeder program to a nearby 4-year university."
I think they mean if your in college and when you completing a specific course, let's say science so you can start your university course that same length or longer than 4 years, than those people can apply.
That's what I assume from what they have told us anyway

Wait do Sea players have to play in the asia part of the league? can we play against the americans instead?
we will be versing other Australian universties that have signed up, the top team after that we go and verse the other Asian country's who have qualified. The #1 team from that will get a paid trip to America and verse the other countries in the finals
