I would like to compete depending on when it is but since I'm in ACT I'm in no mans land. Can I compete for NSW since that state surrounds the ACT completely or would I fall under TAS/territories?

It is NSW/ACT I believe.

this tournament will be spread out over some time yes? whats the policy if you get promoted out of diamond into masters, or out of gold into plat during that time? are you out if that happens?

the only way these leagues can be run effectively is to have people's league at the start of the season (or when they join, if you let people join half way through) be their league as far as the rules are concerned until the season is over.

Zealo's correct here. When the league starts, your current ladder league will be the league for you no matter if you get promoted or demoted throughout the season. However as this is only an interest thread, if you get promoted before it starts, then you won't be able to compete.
