Zoom you should use dxtory to capture and xsplit to simply broadcast. What I've found with xsplit is that while its codec is really nice, its method of screen capture is astoundingly inefficient and it just flat out won't work on many setups. That's the core of your problem. With dxtory you'll get almost identical results with your game running as if you weren't even streaming .
Edit: oh I thought your problem was fps related, my bad. I really think 1000 bitrate is overkill, you can still get wonderful quality with a bitrate of 750.

Depends how well you built your PC and how much you fiddle...
I normally run SC2 on half the cores, and the encoder / streamer on all of them (if they allow you to).
If you do not have a good PC build then don't bother.

With those line stats i doubt bandwidth is an issue, have you tried going into the scene options (right clicking on the window your capturing) and making sure capture for motion picture is NOT ticked?

Have you tried doign a local recording and looking at the VOD to see if it is lagging in the VOD? if it IS lagging int he VOD then you have frame tearing that happens with xsplit and some video cards.
if there is NO lag in teh VOD, then the twitch/own3d or w/e server you are connecting too has a bad international bandwidth connection.
I assume you live in singapore? which means yea those speeds are great, but if your connecting to USA server you might be getting like .5mpbs upload to that server (this happened to me at the FXO office recently)
It doesn't lag when I'm doing local recording, I've already tried to use own3d still same problem T.T
If its not lagging on local recording it is 100% the connection to the ingest server, I dont know if non own3d partners can connect to the singapore ingest or not, but it should say AP partner in the "server" dropdown in the channel setup.
