this may sound stupid and futile but, everyone should report these guys using the ingame report system. Perhaps with enough reports, they'd get their accounts deactivated.. duno just a suggestion.
Unfortunately, this is the wrong approach to dealing with these cheaters. Blizzard has said that they will not ban players for stream cheating and stream sniping (http://sea.battle.net/sc2/en/forum/topic/191399150). As Blizzard has no affiliation with any livestreaming website, they cannot confirm whether a player is livestreaming or not. Due to this, maphackers who use programs which draw overlays externally to the game (that only read memory), cannot be detected nor banned. There is no solution to dealing with these cheaters at current, . All you can do is talk to them nicely in the game, or just leave as soon as you get in a game with one.
EDIT: Also, any form of cheating software cannot be found by Blizzard as long as the program is Warden-proof, due to legal reasons (privacy). Warden is the anti-cheat that Blizzard uses, as long as the program the cheater is using can by-pass this anti-cheat, then there is no possible way for Blizzard to detect any form of modification or manipulation of their game.
