If you scout and see that they are going REALLY Mutalisk Heavy, then why not react and punish the Zerg for "overmaking" Mutas by going Stargate and getting a couple of Phoenixes out?

If they are not going that Mutalisk heavy, then a couple of cannons at each expansion could deny small Mutalisk numbers. If the mutalisk numbers get bigger, read above.
