These are the rules made after discussion with the admins of SEAL. They are not "set in stone" yet and any changes to them will be posted as an update in this thread.
You agree to be patient and considerate for the duration of the event should any unforeseen difficulties arise, and acknowledge that the supervising administrator designated to your bracket has full authority over decisions pertaining to the game and may enforce the rules at his or her discrepancy.
Tournament administrators are free to join any game that they see fit. You are not to refuse entry to a caster or commentator and failure to do so may result in disqualification.
You agree that by entering this tournament that you will not publicly slander or reproach any of the staff or sponsors associated with this tournament on any public medium. Bad manner will not be tolerated. We make this competition on our free time so please, don't waste it.To make it simple, if you act bad mannered, you're banned. Same goes for stream cheating. (FYI this along with the rest of the general rules were what Frogmite came up with 3 weeks ago.)
"Smurfing" which includes 1) The use of another players handle to hide your identity 2) Playing twice for your team by logging into a team mate's account 3) Not identifying yourself when you are a known player, etc This is considered cheating and will result in a ban for the player and a ban or other punishment for the team. It is the team leader's responsibility to ensure all his members are legit and the team will be held responsible. Be smart guys, don't cheat / smurf.
There are to be no spectators of any kind except the aforementioned administrators and the casters UNLESS both teams agree.
You may not include players based outside of Southeast Asia or Oceania in your team unless an Admin has granted special consideration, so check with us first if in doubt.
You must own your own legal copy of StarCraft II for the SEA server.
The team managers must own a legal account of Paypal if they wish to receive their cash prizes.
Streaming/casting - You are free to stream whatever you want as long as it doesn't infringe on the main caster's games (one for each league) and the players on both teams are okay with it.
Streaming of games is based on volunteers and not every round or match is guaranteed a stream. There will be an official stream for each division. The caster will be free to get a co-caster or not. He will have priority towards other streamers.
The prize is a clan logo thanks to TCPmagik. Once the finalists are determined from league play it is the clan leader's responsibility to discuss creative decisions with myself or magik regarding their possible clan logo. Magik is very talented and is doing it for free, as a service for SEA community. Always keep that in mind when you discuss with him about your logo.
Streamed matches:Should your match be streamed, the games generally will not be played "concurrently", instead they will happen one by one so all games can be streamed. The team leaders are to mutually agree between themselves on the order of which player goes first, and try to accommodate their player's request (e.g if they need to go), etc whenever possible. Should an agreement not be reached, then all the people who MUST leave early will just play their matches concurrently right away.
We are aware this makes it slightly difficult for NZers but there are more people from SEA then NZ as evidenced from this poll. Also the SEA players have work/school which usually end at 5pm, making it impossible in many cases for players to reach home in time. Lastly, bearing in mind that games start concurrently, they should end by 12 NZ time almost always and as such we found this to be the most appropriate timeslot to use given the circumstances we were facing.
Flexibility of schedules:
You can change the schedule only if BOTH team managers agree to it. If there is no contact it is ASSUMED that the team will turn up at the default matchday time as listed above. If an agreed date is reached by both parties, it must be BEFORE matchday and the admin must be notified. For example if matchday is on Thursday and you wish to change it, both of you have to agree it has to before that (i.e Monday- Wednesday)
Should the team not mention anything about change dates and not show up on the default date the walkover rules apply.
Should both teams agree to show up on a date but in the end one does not show up at the new agreed date, the team which did not show up will face the walkover rules.
Team Walkover Rules:
Absent team: 0-4
Present team: 6-0
This is so walkovered teams are penalized so heavily but present teams still get maximum score possible. Whole team walkovers are very serious.
First time teams will be issued a warning.
2nd time league points deducted -1 league point.
3rd time -2 league points
4th time - Admins will decide on a case by case basis but the punishment will be a ban for at least 1 season.
Do all players for match have to start at same time?
The default is either everyone plays concurrently. But if both teams choose to play the matches one by one that is fine too but ONLY if both teams agree. This is to avoid 1) Complications of different start times. 2) Very long match days (5xBo3s one by one will take some time)
Match Rules
If a player disconnects before 4.00 game time, the game MUST be replayed.
If a player disconnects after 4.00 the game 1) Should the opponent agree to regame, they regame. 2) Should the opponent not agree to regame, the individual league / head admins will decide if there should be a regame or if the win is awarded to the player who did not disconnect, on a case by case basis.
All the games have to be played, even if a team already lost the three first games, the two remaining games will have to be played. If a team refuse to play the remaining games, they will be counted as a walkover losses.
Postponement of matches: If the admin is informed before match time that a player couldn't make because of a rescheduled time then it is reasonable to allow a free sub (if the other team agrees) or postponement of the match. If the admin is only informed after the series started then it counts as a sub.
Match Format:
5 Sets of 1v1s. Each 1v1 is a Bo3.
Loser picks map from map pool.
No repeat maps are allowed to be played.
Map pool will be announced each week. Currently we are looking at: Shattered Temple, Daybreak, Shakuras, Antiga, TDA, Metalopolis.

These first maps will be determined at the start of the week. Match can end in either:
To prevent players from simply getting walkovered, we are introducing a "Substitution feature". Teams are given a limited number of "Substitue chances" and anyone on a team's roster can be used as a substitute to replace a no show. Players can even use this feature to get a more favorable matchup but that is strongly not advised as you would be using up your precious Substitution chances when you legitimately need a replacement. This is to prevent abuse when admins are unable to determine if people are "purposely not showing". All tiers will have this substitute feature but it will vary depending on the league you are in.
Tiers 1-2 will only be allowed 3 subs.
Tiers 3 will be allowed 5 subs.
Tiers 4 will be allowed 8 subs
Tier 5 will be allowed up to 10 subs.
This also adds a certain element of strategy should all your players show up punctually all the time. To use a substitute:
1) Player must be on the official team roster.
2) Player must not be already playing a game on that day.
3) Team must not have exceeded its substitution limit, and if there is a dispute the admin must be notified.
4) Inform the admin.
Should you fail to have any substitutes left and your player does not show, the match will end in a 2-0 score in the present player's favour. So be very careful with your substitutions! Not showing up 15 minutes after match time will result in the walkover.
Team Roster Change:
As the season is only 2 months long, there will be NO team roster changes for tier 1-3. The last day for any changes in the lineup will be Thursday, 12th January. For tier 4-5 may/chad will decide the exact format later.
1. Where to get information: Each Tier has an official thread where all the latest information can be found such as League Table standings, matchups and general happening for their league. At the start of the week, Admins post the coming week's maps and schedule in a news section. So 5 news posts will be made - one for each tier at the start of each week.
2. Submission of lineup: Team leaders have to submit their lineup to their respective admins 48 hours before (Tier 1) and 24 hours (Tier2-5) from the Match day date stating the players to play on which map. The team submission form is automated like this (will add in link later). This allows admins the liberty of not having to format the text as its all automatically done for you. Submissions go straight to both league admins through PM.
3. Reporting Results: Winning team reports result via a similar automated form at the end of match day itself. If the team managers fail to report on the same day, the scores of their team will not be updated till the next week so if you want your win to count earlier, make sure you report on time. Admins compile results from the PMs and and post about it the next day.
Why there is no more BSG/PD stuff?
There will still be a kind of BSG/PD divisions. Roughly the tier 3 can be compared to PD level+ and Tier 4 with BSG level+. We had a lot of issues with smurfing on BSG/PD CL, setting a subjective limit of skills is very hard to assume, either for admins and players. By removing this restrictions, we hope that players will always try to aim higher.
I want to help! Can i do something to sponsor, cast or help admin the event?
Yes! PM nirvAnA if you wish to sponsor the event (cash). Even something as little as 20$ will help.
For admins, we will give priority to community members that have already ran competitions. And for casters, well you are free to stream whatever you want as long as it doesn't infringe on the main caster's games and the players on both teams are okay wit it.
I haven't consulted with the team yet but this is my take of it which is a rouge indication so these rules are subject to change, upon what we discuss when frogmite etc get back which we will soon make into official rules.
FAQ
Can I add players to a roster mid-season? Can I trade players between rosters mid-season?
No. Seasons are only 2 months long and player transfers will bring about unnecessary complications. You can prepare in the meantime and then switch as soon as the season ends.
Can I switch races mid-season?
You can switch races any time throughout the season but will have to play your set according to the race you submitted in the match day submission lineup, as the opponent might have prepared for it. Can you change your race for the next week? Yes, as long as that race is displayed in the next submitted lineup. Can you race pick after your first game during the set? No.
Why on Tuesday & Thursday?
Firstly its because its what the players who palyed in our previous clan leagues are used to. Thursday was the official match day. Also this allows weekends to be kept free for non-starcraft activities or to prevent clashes with major tournaments like ESL, ACL, Masters cup, etc.
Will other SC2SEA competitions continue?
While SEAL is running, the CO will be on hiatus as there will be too much going on to handle. The SEACup will probably take its place.
Changing the day/time of Bo3s or the entire match? Default match day time?
Default day will be at a specified time on Tuesday or Thursday depending on the league you are in. The default day can ONLY be changed if BOTH teams agree.

Are any of the rules up to the individual admins who are overseeing their own section/tier of the league? Say if I help out with tier 2 can I have a different rule system to what the admin for tier 1 or 3 might use?
No, rules (disconnecting/walkovers/etc) are to be standardized throughout the league, I don't see why there should be a different rule set. But there might be a different format or slight variations in the format for tier 4 and 5, which Maynade and Chadmann will decide. Also should an admin who belongs to the team have his team get involved into a dispute, the other admin helping out in the league will make the decision on what happens for fairness.
