We will be performing scheduled maintenance for Diablo III starting tomorrow at 3:00 a.m. PDT in order to deploy patch 1.0.3. We anticipate that maintenance will conclude and that all services will be available by approximately 1:00 p.m. PDT.
Important: Please note that you will not be prompted to download patch 1.0.3 until the patch is live in your home region. If you are logging in from a European or Asian client, you will need to wait for this patch to release in that region before it can be installed. Additionally, if your home region is the Americas, you will be unable to log into Europe or Asia using Global Play after patch 1.0.3 is live until those regions have also patched.
For reference, here are the scheduled maintenance times for each region:

The attack speed affix has been reduced significantly on all items. The following list outlines all of the previous values and new values for each affix level. This should give you a rough idea of how much IAS you should expect to lose.IAS on Quivers appears to be unchanged, checked a few (including Dead Man's Legacy) and they retained their pre 1.0.3 values.
Crafting fees for the following gems have been updated, in addition, the following combines only require 2 gems (down from 3). The crafting fees and gem requirements for levels above Flawless Square were not changed.
Flawless Square: 100g (previously 20,000g)
Square: 85g (previously 7,500g)
Radiant: 70g (previously 3,500g)
Perfect: 55g (previously 2,000g)
Flawless: 40g (previously 1,250g)
Normal: 25g (previously 750g)

Crafting fees and reagent requirements for many recipes have been reduced. We've listed all of the new costs of the inferno recipes below (those that are learned outside of training). The Exalted Grand recipes have not changed in cost or material requirements.

There were a lot of tool tip changes....no skills were actually nerfed, so if your tool tip says something different, it's only the tooltip showing stuff correctly now.
These were unofficial, when the patch goes live tomorrow, will update the thread with actual patch notes.the changes to the difficulty drop rates etc cannot be datamined and so we'll have to wait for the patch notes to hit.
Changed to Valor, Bosses will now drop less guaranteed Rares and instead champion packs and elites will have more guaranteed rares as a result.

As well as the difficulty nerf.
This patch will definatly help a lot of people who are stuck in Inferno. Expect a lot of prices in the AH to drop, and IAS be less valuable. People are saying Crit dmg and crit chance are the now go to stat, If you have those items. Save them and expect prices to rise with those items.
Lets hope they made inferno much much less hair pulling, brick shitting than before. I for one, don't enjoy having Australian latency and soul lashers/laguni in the game.

^^ That! Lacuni's are okay to a certain extent,atleast you can see the mortar in the air, the worst are teleporter copperfangs. I die before they even teleport to my location
I was really hoping to clear inferno before the patch hit by doing a marathon run this weekend . But then I also like clearing out whole areas of elites champs...I guess it wouldnt have been possible over a weekend with the latency
I'm really interested in the repair rates, because people with latency often have unexplined deaths....I mean standing in front of the bee stings and dying when the sting is 5cm away.....thats probably latency..and if repair costs are going to go up hugely, it's going to be real bad.

You actually won't be able to reach the same numbers you had previously. Assuming you already had max rolls.
Don't like the Inferno nerf at all, the gear change should be enough to allow act 2 and 3 progression. The barb I roll with suggested it was related to the IAS nerf, but honestly unless you're trying to pop cooldowns and burn elite packs down or you are pushing enrage on the packs, it will simply mean a little more kiting.
The biggest change for me is the IAS nerf hurting my run speed. I was using Laucnis and with the nerf it's hard to justify using it, thus i'll have to pick up 6% somewhere else. Inna's Glory and Flavor of time are both effected by the nerf, going to have to trawl through databases or maybe try kiting with 12% after being so long on 18% T_T

IAS nerf hurting run speed? I hope you meant it literally. As in the speed at which you kite stuff as opposed to MOVEMENT speed. Because IAS and movement speed are independent.
Attack speed really was increasing movement speed ? How weird it is ... I guess good farm spots in Act 2 will be more usefull now. Warden / Butcher is a bit too easy for me now and Asmodan and his elites a bit too hard, I would love to have a good Act 2 farm spot.
One thing to note as well, they are nurfing IAS which means your overall damage will reduce, BUT Inferno Difficulty is getting nurfed as well, so it evens out that way.

I think the thing benji is talking about is legendary pieces such as lacuni that has basically just IAS and MS. After nerf it would be hard to justify using that item since AS is nerfed. Hence replacing the gear will result in losing the MS thats on it.

This is correct, I cant use Lacuni for the 6% runspeed alone (as it will have like 4% IAS after the patch) and thus I need to replace it, and because you cannot get runspeed on any other bracers, i lose the speed.
I already replaced my bracers and legs and got like 7k more dps, hopefully that will help offset the IAS loss from my rings and gloves. Was doing Diablo attempts and not having any issues with my runspeed, so I was worried for nothing :P
On a side note This is my best attempt of the night, I spent the last 2 weeks or so helping my Wiz and Barb friends gear up as they hit 60, doing Azmodan runs to gear them up, but with the nerf tonight I put an hour into the fight and I'm confident that I'll be able to solo it after the patch (If I had another 1-2 hours tonight I could get it tonight, but servers just went down). Phase 3 looks like as much of a cakewalk as Phase 1, I'm still kicking myself that I choked after killing all 3 shadows -_-
