I guess it depends on how you read the rule. First attempt is a missed/fail, but second attempt in the same night is a success is how I read it, but who knows... oh yeah, Benji of course. :P

I had to decide, if there was too many there would be a balance issue.
I assume I'm crazy, but I read this as you tried to RNG the number of survivors and it came out with a stupid number, so you had to choose. Not that it matters either way.
So you have two survivors that are now vulnerable. o_O

The survivors are working independently, so I don't see why that will be a problem
Ok... stupid example then. Say 2 survivors in the last 3 means both survivors win? Or in the unlikeliest of cases, 3 survivors in the last 3. LOL!
Say mafia is already dead. Then you have 3 survivors and 2 citi remaining. In the last 5... Does citi get the win for killing off the mafia or will they have to somehow kill the survivors? Because survivors can just auto-win in this case if they identify each other.
2 survivors in last 3 means both win along with that 3rd guy whatever his role is
3 citizens 2 survivors will mean 5 winners, since survivors are neutral aligned and so whenever citizen-side(adding the 'side' because there are citizen-side roles that are not 'citizens', such as informant, etc)or mafia wins, the survivor wins too. So yes, they are of little threat.. Unless they're actively gunning for mafia/someone in day phase
