Could you please reveal the measures taken by the TO's that you're talking about? If they are as extensive as you make out, it should hopefully put everyones mind to rest. However, I suspect they aren't that extensive, as I seemed to be the only one to check the match histories of a few people I suspected to not be BSG, who were consequently DQ'ed I believe, back in BSG 6 or so.
One way or another, smurfs are always going to be able to sneak their way into the BSG, so lets just hope that they get bored of beating low level players or grow up.
Well when I was the T.O. of the BSG Open; when/if I suspected someone to be smurfing I would usually do the following; check their SEA & NA profile whilst talking to them (this, was adequate enough to bring light to players smurfing and/or cheating) however failing that; Nirvana would cross-check their sc2sea IP address to check whether they have multiple accounts registered to this website. Also, I'd go about setting them up in the live-stream and asking the caster to just check-up on their skill level & in their opinion tell me if they believe the player is a smurf or not.
Those measures alone are usually extensive enough in detecting potential smurfs in this tournament; however sometimes they can slip through - ultimately it's bound to happen, but as I mentioned earlier I like to hope there's a level of understanding from the community.

Nope, that edit wasn't me, when I edit people's posts; the edit-update has my name in it. It must have been the invisible sc2sea moder-
This isn't surprising for a tournament that has an arbitrary 'you must be below this skill level to play', when the promotion system can be particularly fickle as it is, and skill can widely vary in divisions.
Easiest solution would be to not have tournaments that players can be 'too good' for.
Not sure why you made a thread with the title completely misrepresenting your topic, though. I'm with Benji, enough of this.
I think people have forgotten the point of BSG. It is to improve, and encourage players who would never think of entering a 'pro' tournament, a chance to compete.
The key word is compete. Can you enter a tournament and be horribly mismatched? It happens all the time, and the weaker one usually gets creamed in epic fashion.
Who learns more? The winner or the loser? Of course the loser and he will improve far more because of the lost.
Isn't it awesome to win a tournament, even if it is a free 'for-funies' tournament? OF COURSE! Is that the main motivation for you to enter BSG? No, it shouldn't be. BSG is meant for you to cut your teeth in tournament stress and pressure and see how you can improve. If you get tossed against a plat/dia/master/grandmaster SMURF, get creamed but learnt from it, I would say that's worth it
And I hate to bring in a harsh reality. Even if you win a BSG, so what? There is just a small amount of personal pride in that. There is FAR more personal pride and joy if you can see your personal improvement throughout the various BSG and see your own growth.
Just saying. Focus on what matters. The details will sort itself
