NOTE: I don't recommend you change any registry values so if you do and you screw things up don't blame me. The following is just to add to the discussion and shouldn't be attempted

if you go to regedit you can speed it up even more

this is a suggested speed, just play around with the values until you are happy.
I believe flags needs to stay at 59.
and you need to log off and then back on (or restart) before the changes take affect.

Edit: after trying it in sc I think there is a problem with this where control gets stuck sometimes, will continue testing though.
Edit2: i've got it working at a nice speed in windows but it just doesn't work in sc. Keys get stuck or just don't register
