The neg rep is a little harsh, but not everyone is a pro, tgun. I'm with optus too, and to be fair, it hasn't bothered me terribly until recently when I've been playing against masters level opponents, and the delay really hurts when I actually have to split against banes or dodge storms, or I lose.
For the purposes of 'ISP which is good for SC2 specifically' though, yes, Optus is probably the worst for that use. Doesn't mean everyone will find it terrible.
I am with Internode - while i find their net stable and great for sc2 (even same day connection at my new house!!!).
My issues with connection have only ever come from dodgy lines... the wholesale provider... or the fact that I am connect to a sub-exchange rather than the main exchange.
Its ezpz to change ISPs but your location and quality of lines to your house will be the telling factor imo.
I'll throw in another good word for iinet, always had great customer service the few times I've had problems (which has been few), have plenty of good plans that involve good latency, and unlike most Optus based ISP's, you don't get terrible ping to SEA server.
The funny thing is that i am on ADSL 2+ with optus, never had any downtime or problems (apart form the shitty router they gave out for free) and my latency isnt half bad either:
SEA: 220
NA: 250
KR: 230
Its not like i would number 1 recommend them, but by the same token they aren't bad, especially if you wanna bundle like a phone package (what my rents did) as well. (bundling saves my rents 50 bucks a month)
I wouldn't recommend Optus. My mate who lives in Melbourne DC/s a LOT and he's with Optus. Was hard as hell for him to try fix it with their crap customer support. Even with them trying to fix it, he still has bad connection problems.
I'm with Westnet, happily chilling. Westnet is owned by iinet, but I rarely have problems if at all.
Better off going with iinet over Westnet, we stick with Westnet as we're loyal customers and as i said above, barely anything goes wrong.

I could give a rats ass about rep, just disagreeing with my statement with no basis is, in my opinion, idiotic, as it's been proven time and time again Optus produces worse ping responses than almost any other Australian ISP to singapore/malaysia etc (due to them not having access to Telstra's lines going there)

Spot on. I've bitched and moaned about this since the game has been out :|. Nothing can really be done about it unless you're stupid enough (like me) to buy a VPN for ~$8-10 a month to play on the server. I feel it's pretty worth it though as your ping goes from ~350-400 to 160-180..
