IMO it's nothing, it's stupid. If it was legit match fixing they wouldn't say anything... they'd agree earlyer to what their builds would be and then play it out like that with one player making constant small mistakes >.>
owned match fixers!!!!! koreans are probably especially harsh in such circumstances even though there were no great prizes available, considering what happened in brood war not long ago with savior etc
Being ridiculously harsh reflects a zero-tolerance policy on any type of fixing or intervention into who would usually win a game.
Such a policy is definately necessary after issues in Brood War - it also works to eliminate any doubt on what will happen to players even for the slightest infractions

I have a close Korean friend in real life and he prides himself heavily on his country's high standards (endless fun when he goes off at my Chinese mates, but that's another story :P). Koreans, in general, insist upon performing to their absolute best and any actions taken by their peers that brings their reputation into disrepute are considered shameful.
I'm not at all surprised at the actions taken here, it's just how it is.
If you consider the Pakistani cricket match-fixing fiasco, one can certainly understand why Korean eSports teams do not want to promote a culture of deception and greed.
I don't know, it doesn't really seem like match fixing, usually it involves much higher stakes than these. If I were coca and did this, I would be thinking more of "I'm way better than him anyway, might as well troll him and in the next game to show my prowess"

I think it's pointless to discuss the definition of "match-fixing". In principle, everything is wrong if you want to promote SC2 as a competitive sport, but you have people throwing matches on purpose. It hurts the legitimacy of the games being played and kinda mocks the system.
I think the respective teams have made the correct move by being heavy handed. A zero-tolerance policy should dissuade others from doing the same.
In the strictest form, it is a form of match-fixing. As long as both parties are willing to compromise to a similar outcome, it is match-fixing. It does not matter if it benefit to any of them, and money is just another means to convince the party to throw the game.
