No that's all determined by citizenship/residency. I'll be playing in the Oceania/SEA qualifiers for WCS NA.

Honestly it's crazy what a little #dediaction can do. I still remember the 'I hit Grandmaster on SEA!' Thread Pet put up which doesn't seem that too long ago. He's fulfilled his dream and it's a great example to anyone playing starcraft, or even for dreams in general.
