SC2SEA.com is proud to be hosting the Starcraft 2 qualifiers for the the Asia e-Sports Cup held at the Tokyo Game Show in Japan. Sort of like a mini-wcg for the SEA/ANZ region, the Asia e-Sports Cup will unite the best CS and Starcraft 2 gamers across the SEA/ANZ region. The tournament's main sponsor is Alienware.

Here is the more relevant information here. The full rules are in the spoiler.

1. No race picking allowed, your first map race = your race for the rest of the tournament.

Players pick their races at the start of the tournament. They are not allowed to change race for the duration of the tournament. Players can change their race after qualification but not during.

2. Similar to WCG, the tournament has chosen to allow only participants for citizens of the respective country.

For solo tournaments, players must be a citizen of the country they qualify in. For teams, at least 60% of the members must be citizens of the country they qualify in. CYAC or the national partner reserves the right to ask for proof of citizenship.

3. Please don't behave in a manner which would get you banned. Common sense people.

A player may be cautioned and receive a warning if one of his players commits any of the following offences:
  • Refuses to follow tournament officials instructions.
  • Arrives late at his convocation schedule.
  • Shows dissent by word or action.
  • Uses insulting language and/or gestures.
  • Is guilty of unsporting behavior.
A player may receive a sanction if one of his players receives more than one warning.

I have chosen the match format to be double elimination, Best of 3 for all qualifiers. I have chosen for the first map to be arbitrarily decided by the respective tournament official of the qualifier to avoid the logistical issue of having every player in the bracket do a coin toss to determine the first map.


The choice of the match format is at the sole discretion of the tournament organizer according to his tournament structure. The tournament is controlled by a tournament director who has full authority to enforce the regulations in connection with the tournament and all matches played in the tournament. The tournament director assigns the referees to each match, has the authority to give warnings, to send off a player, and to take part in the study of the infringement for additional sanctions. In any case a tournament director has the last word and can make decisions based on or against the rulebook.

For a match format in best-of-three match the map choice must respect the following procedure:
a) The player A and player B are determined by a coin toss.
b) Player A removes two of the 7 maps.
c) Player B removes two of the 5 remaining maps.
d) Player B chooses one of the 3 remaining maps. The second game will be played on that map.
e) Player A chooses one of the 2 remaining maps. The third game will be played on that map.
f) The neutral map is the last remaining map. The first game will be played on that map.

Asia e-Sports Cup 2012 - Rule Book
Authorised by CyAC, Nichikare Corporation

ARTICLE 1. ASIA E-SPORTS CUP 2012
The Asia E-Sports Cup 2012 is an Asian video games competition composed of national preliminaries and a grand final event. The grand finals are managed and organized by CYAC. The grand final is a tournament which takes place from 20th to 23th of September 2012 at Tokyo Game Show 2012.

ARTICLE 2. QUALIFICATION

The qualification rules are determined by the national partner. Qualification winners automatically receive a spot in the Asia E-Sports Cup 2012 grand finals at Tokyo Game Show. Only 1 participant per qualifier can receive a spot to the grand finals. All participants are required to have a CYAC website account.

For solo tournaments, players must be a citizen of the country they qualify in. For teams, at least 60% of the members must be citizens of the country they qualify in. CYAC or the national partner reserves the right to ask for proof of citizenship.

ARTICLE 3. REGULATION
The rules and regulations of this competition are decided and written by CYAC. This organization reserves the right to modify the rules and regulations from time to time without notice. It is encouraged to review these rules and regulations from time to time in order to be apprised of any changes.

ARTICLE 4. ENFORCEMENT
By attending this competition, players agree, without limitation or qualification, to be bound by, and to comply with, these rules and regulations. Players agree that the application of these rules and regulations is at the sole discretion of the tournament officials, and that any decision from tournament officials will supersedes these rules and regulations.

ARTICLE 5. TOURNAMENT OFFICIALS
Tournament officials are the referees, the tournament director and the competition manager of the Asia e-Sports Cup 2012.

ARTICLE 6. REFEREE
Each match is controlled by a referee who has full authority to enforce the regulations in connection with the match to which he has been appointed. The referee has the authority to give warnings to a player.

ARTICLE 7. TOURNAMENT DIRECTOR
The tournament is controlled by a tournament director who has full authority to enforce the regulations in connection with the tournament and all matches played in the tournament. The tournament director assigns the referees to each match, has the authority to give warnings, to send off a player, and to take part in the study of the infringement for additional sanctions. In any case a tournament director has the last word and can make decisions based on or against the rulebook.

ARTICLE 8. FORBIDDEN BEHAVIOR
A player may be cautioned and receive a warning if one of his players commits any of the following offences:
Refuses to follow tournament officials instructions.
Arrives late at his convocation schedule.
Shows dissent by word or action.
Uses insulting language and/or gestures.
Is guilty of unsporting behavior.
A player may receive a sanction if one of his players commits any of the following offences:
receives more than one warning
is guilty of violent conduct
uses any unlawful or unfair proceedings
mislead or dupe any tournament official
is not present at his match schedule
After study of a sanction by the competition manager and the tournament director, a sanctioned player may be subject to additional sanctions such as multiple default loss, disqualification of the player, and banishment of next year’s competition.
A disqualified player will automatically lose all his next matches by default and loses all rights and prizes that would have been awarded. In a group stage, the previous matches’ results within the group are cancelled and are also lost by default. All points won or lost are backwardly re-distributed.

ARTICLE 9. RESPONSIBILITIES
Players agree to comply with the general terms and conditions and to respect the following rules:
• Discrimination leading to unfair treatment of any individual is strictly prohibited.
• Players agree to comply with these rules and regulations.
• Players agree to accept the decisions of tournament officials.
• Players agree to not use any unlawful or unfair proceedings.
• Players agree to respect the spirit of fair play and non violence.
• Players agree to fulfill their commitment within the limit of their means.
• Players agree to not mislead or dupe tournament officials by any means.
• Players agree to not interfere or communicate with other competitors playing an official match.

CHAPTER 2- STARCRAFT 2

ARTICLE 1. RACES
Players pick their races at the start of the tournament. They are not allowed to change race for the duration of the tournament. Players can change their race after qualification but not during.

ARTICLE 2. GRAND FINAL FORMAT
Article 2 can be adjusted prior to the event. The tournament uses the following format:
Playoff - 8 participants, single elimination bracket.

ARTICLE 3. GRAND FINAL PLAYOFF
The structure is made of a single elimination bracket of 8 participants. In each match, participants play each other in a best-of-three match (see Article 5). The winner of a match advances in the next round of the bracket. An extra match will be played between the losers of the semi-finals in order to establish the 3rd and 4th place.
The bracket is constructed the following way:
Match 1 ) Seed 1 versus seed 8
Match 2 ) Seed 4 versus seed 5
Match 3 ) Seed 3 versus seed 6
Match 4 ) Seed 2 versus seed 7
Article 7, 8 and 9 describes the different match format which may be used during a sanctioned tournament. The choice of the match format is at the sole discretion of the tournament organizer according to his tournament structure.

ARTICLE 4. SINGLE-GAME
A single-game match is played in one game. The map of the game is determined by the match procedure (see Article 19). The winner of the game is declared the winner of the match.

ARTICLE 5. BEST-OF-THREE MATCH
A best-of-three match is played in two or three games. Each game is played on a different map according to the match procedure (see Article 20). The match ends when a player has won two games.

ARTICLE 6. GAME VERSION
The competition uses the “Starcraft 2 Wing of Liberty” video game and opposes two players. The game will use by default the latest available patch. Games will be played on the NA US Battle.net server.

ARTICLE 7. RESTRICTION
Players may not bring, install or use any external software or hardware that inter-acts in-game, any form of modification that would alter the game or allow a player to execute automatically more than one in-game action, or any configuration file, unless expressly authorized by a tournament official.

ARTICLE 8. PLAYER SETTINGS
Players must disable Battle.net notifications and set their status to busy. During the match players are not allowed to chat.

ARTICLE 9. SERVER SETTINGS
The following game settings will be used by default:

The following map list will be used and are uploaded by Blizzard on battle.net.

ARTICLE 11. TIE
A game will be replayed if there are no minerals left on the map and no units or structures have been killed for 10 in game minutes.

ARTICLE 12. NOTIFICATION
The notification indicates the time and the place at which the players are requested to be present in order to play their official matches. This notification schedule is described in the tournament schedule and is provided at the beginning of the tournament. Players are advised to be present and ready 15 minutes before the schedule to avoid any unpredictable delay.

ARTICLE 13. HARDWARE PROVIDED BY THE PLAYERS
Players must be ready on their computer at their notification schedule in order to play a match session. A match session includes one or more matches as defined in the tournament schedule.

ARTICLE 14. IF THE GAME IS PLAYED ON STAGE
Players have to accept the particular stage conditions defined by the organization including but not limited to special lights, cardio-frequency meters, the wearing of specific shirts, the use of proper language in game, and the use of special headphones. Specific accessories may be provided by the organization.

ARTICLE 15. MATERIALS
Players are expected to bring their own following accessories:
Mouse
Mouse pad
Keyboard (make sure to bring and test your own ps2-converter)
Headphones

ARTICLE 16. SETUP
Players must play on the computer designated by the tournament officials. Players are responsible of the good installation and functioning of their accessories. This includes providing and installing the adequate drivers when necessary, and providing the adequate type of cables or adapters when necessary. Tournament officials may possibly help the players with technical issues but may not delay the tournament schedule for such reasons.

ARTICLE 17. WARM UP
Players have a minimum of 15 minutes, from their notification schedule, to complete their setup and warm-up, and be ready to play their designated match. The tournament official will provide up to date information on when to start after the 15 minute mark.

ARTICLE 18. STRUCTURE AND PLANNING
Matches are played according to the tournament structure and the schedule provided by the tournament officials. Schedules, warm-up and setup time and tournament structures are subject for change if any delay occurs. Participants are required to keep themselves informed about the schedule in order to avoid any delay or default loss.

ARTICLE 19. MAP CHOICE FOR A SINGLE-GAME MATCH
For a match format in single-game match the map choice must respect the following procedure:
a) The player A and player B are determined by a coin toss.
b) Player A removes two of the 7 maps.
c) Player B removes two of the 5 remaining maps.
d) Player A removes one of the 3 remaining maps.
e) Player B removes one of the 2 remaining maps.
f) The remaining map is played.

ARTICLE 20. MAP CHOICE FOR A BEST-OF-THREE MATCH

ARTICLE 21. PLAY MAP ORDER
For every match format, the play map order must respect the following procedure:
a) The neutral map is the first map played
b) The other map following player choice until the end of the Best-Of

ARTICLE 22. MATCH START
An official match may only be started and played when a tournament official has given the signal to start it. Any match started without approval of a tournament official will be considered as a non-official match. When a match involves the players to be ready, players have one (1) minute after the signal to be ready and start the match.

ARTICLE 23. COMMUNICATION
During an official match, players may not communicate with people not involved in the match even when there are pauses in the game. People involved in the match are the players, the coach and the tournament officials.

ARTICLE 24. PAUSES
Pausing is only allowed if technical problems occur. A player needs to inform the opponent that the game will be paused.

ARTICLE 25. MATCH STOPPED
Players are not expected to leave an official game in progress unless it is authorized by the match format or it has been expressly authorized by the tournament officials. Between two games during a best-of-three match or an overtime, players are authorized to leave their computer before the next game start. But they can’t leave the tournament area. Players are only authorized to leave the tournament area with the permission of a tournament official.

ARTICLE 26. MATCH INTERRUPTED
If a match is involuntary interrupted (player crash, battle.net disconnects, server crash, network cuts …) the tournament officials may decide to replay the match or give the win to either one of the players.

ARTICLE 27. INVESTIGATION REQUEST
When a player estimates being a victim of rules violations during a match, players are compelled not to stop the game by any means and to properly finish it. Once the match is over, the player may officially ask for an investigation to tournament officials. It is strongly advised to provide valuable information that may help the tournament director in his investigation. Unjustified and repetitive use of this right may be sanctioned.

ARTICLE 28. SCORE VALIDATION
For a match both players have to report the match score to the tournament officials and sign the report match paper. After signing the report match paper a player can’t complain about the score.

ARTICLE 29. REPLAYS
Replays are allowed to be watched after a map. Players have maximum 5 minutes to watch a replay. Replays are not allowed to be shared without permission from the tournament director. After a match has finished, place all replay files into the folder for your match provided in the ‘demo’ folder on the computer desktop.


FAQ

Is registration free? Who can play in this?
There is no registration fee, entrance is completely free. The qualifiers are open to anyone who lives in or is a citizen of the respective countries. If I had it my way transient citizens like Strafe / TargA would be allowed to play in this. I have to double check with what the organizer wants though before I confirm it.

Isn't this a SEA tournament? Why is Australia / NZ playing in it?
Australia and New Zealand were originally not part of this tournament as they wanted it to be just SEA. I fought for them to be included because of the Starcraft 2 player strength, popularity and increased exposure the sponsors will be getting. The CS tournament will not feature the ANZ region. *Air ticket is sponsored up to $1,000 USD. As mentioned above, Australia/NZ was originally not in the tournament organizer's plan and they had budgeted it accordingly up to $1,000 for the other nations.

Why Do Vietnam/India have their own qualifiers but not New Zealand / Philippines?
As a result of the above there were not enough slots and some of the original countries so there had to have joint qualifiers i.e Singapore/Indonesia, Thailand/Malaysia made sense cause of their geographical proximity and player strength. I seeded Taiwan and Australia as the top 2 nations so they have 1 qualifier each to themselves and New Zealand/Philippines were the last 2 nations with no physical event. Also had to keep in mind the organizers wished to have live physical events in India / Vietnam / Thailand / Singapore to tie up with other gaming events.

Why Do Vietnam/India have their own qualifiers but not New Zealand / Philippines?
Sign up link will be out Monday or by Tuesday latest. We are still unsure where the brackets will be hosted as there might be some limitations with the current system.

Opps its with Thailand, missed that Westley you have to fly to Thailand to play in the physical finals lol. Ask strafe to send you!

Alternative if they allow transient citizens like targa and strafe, you can play in the Australia qualifiers too but of course you can only play in ONE region qualifier.

I think it's probably best that you look at rescheduling considering a wide range of factors including:
1) Fatigue from playing GESC all day Saturday, followed by this, followed by ACL the next day.
2) Part of me is hoping that people come to ACL to play their group matches on Saturday once they're done at GESC, but part of me knows that's unreasonable because...
3) The psychological impact of losing one tournament and then being forced to play another one... It's not healthy. People need time to recover between events. Read IdrA's blog on the whole MLG/NA WCS clusterfuck. Throwing a 3rd event into that weekend just makes an already-stressful weekend (for event management & players alike) even more difficult to accommodate.

just looked at flights from NZ to japan on air nz, not sure if cheapest, but just for a ballpark, leaving on a friday in sept. and returning on a monday. 1705NZD which is 1337AUD (i kid you not) so its viable that someone from NZ (probably jaz) could get some support from sponsors if he wins and go, which would be ******* awesome. Though flights may be more expensive closer to the date, or maybe there is a cheaper airline.
