Well to me you would look at it as if its another sport, let's say football. If you're last in the group and there is no hope at all of changing anything, you still play the whole 90minutes regardless, even if you were fooling around the whole game. But it's Naniwa so I could understand the thought process.

by that logic every player who leaves before his last building is destroyed should receive an equal penalty, since they're not playing 'the whole game'.

if a player went on the field during a meaningless match and did nothing/sat down/whatever the equivalent is, it would be up to the team to punish him, not the league.
