From the ruling , i'm afraid u can't join a clan unless there's a clan that wants to sub a player and they want you to be their sub..

Hey.. Just a heads up - My big brother is coming to visit me... awww.. so tomorrow I might not be around for the match vs TA.. or I'll be late.. either way, if I'm not there, SmokyMcPot will be the stand in captain for the night.. and knows the players to pick etc. Hopefully I'll make it though.
