[WCS] Europe formats detailed; invited players to be announced April 12th

Really great work by Blizzard having an extremely deep prize pool! Not sure I agree totally with the rule on not restricting non-residents though, Pretty keen to hear who the invited players are (to be announced April 12th) Hopefully we'll see some love thrown SEA's way
