How about we adopt a similar rule that is used in the current BSG tournaments. Ex masters from last season will be eligible to play in the M/Gm tournament. Those players who were masters during season 4 will be able to play in the PD.

(We are currently in Season 6 right? O.o)

So basically if u are masters last season but PD in this season, u still belong under M/GM.
If u have been PD for at least 1 whole of last season despite laddering, then u can play in PD.

Similarly for BSG, if u were PD last season but gold this season, u belong under PD.
If u were BSG for at least 1 whole of last season despite laddering, then u get to play under BSG.

Dj and I in the last clanwar did also add that such players, can be capped at 2 (negiotiable) to reduce further confusion and not sent out as starters.

However, need to remind that it's also based on what u have achieved on other servers as well. So no : I was PD in hots on SEA for one whole season, so I play in PD when u were masters on another server last season. A little bit of common sense should be used here.
