Doctor had been removed from tier 3 and moved to tier 1 as he promotted to

It will be counted a a sub for ToT tier 1 team.

Actually doctor is still perfectly eligible to play in Tier 3. There are several other

's in the tier already. ToT requested that he be moved up to Tier 1 as a courtesy to the rest of the tier as well as in the spirit of giving everyone on their team more of a chance to play.
