Photoshop CS5 is the way to go. You can do pretty much anything with it limited only by how much work you put into it and how well you can use the tools. There are tons of good tutes on YouTube and designing basic logos is pretty low on the difficulty curve.

Photoshop hands down, don't do logo shit on a 3rd party website as you won't be able to control the Image properties and there might be hidden shit on your pics.
GiMP is one of the leading open source options as well. I use it for my minor tasks here and there, my friend's opinion is that it is a perfectly acceptable substitute for photoshop while at work, but at home he prefers photoshop.
totally free, very lightweight, (lol at photoshop loading times) all the key basic stuff you need are there. more adv users would use photoshop i guess but paint.net should work for more than 90% of aspiring designers.
I would say that adobe products are pretty much essential if you are serious / wanting to get into design
Otherwise as far as logos go, for fun or things, then nirvana's suggestion has everything you need unless you are looking to make some complex logos
lol don't need any huge 3d package like cinema 4d, 3dsmax, maya etc unless you want to do advanced animated 3d work.
Pretty sure all those packages aren't really worth the investment until you are actually making money doing design or are super serious.
Blender 3d is a good free 3d application though
And Zbrush is THE 3d sculpting software to use (but also pricey)
For logos though you will almost never need a true 3d package - I use after effects for motion graphics but if you don't want animation then basically anything that can do text and custom shapes is going to be fine for almost all logos
depends on the concept of logo ur designing , photoshop is good , illustrator also good , when is the deadline of the competition ? i'll help you come out with something if u want

I personally use Paint.NET for most sorts of image editing. But if you can get your hands on Photoshop, AND learn its complex features (IMHO, at least), it would really help out a lot more than Paint.NET, but Paint.NET has a simpler interface and is easier to use IMO.
