The joys of MPQ editing... spent a few hours completely modifying the background pictures for all the different SC2 menus and also changed Taiwanese to English, haven't figured out how to change the writing to English though.
This was discovered and shown a LONG time ago, still remains pretty neat though. Be careful though, there is a chance that you will get banned for it (although I highly highly doubt it, even MC had his changed and it was televised on GSL..)

Anything that changes anything is not allowed in a tournament apart from Hotkeys. You can't use the stronger team colours or any of these background edits.
As for ladder, it shouldn't give you a big advantage over someone else so I don't see why you wouldn't be allowed to use it.
Honestly, I just assume that as soon as they put MPQ editing in the "Hacks" department they will tell all of us. Then we can just revert to the backups I hope you all saved :P

Also, aside from customizing the background for the SC2 login menu, there's also some guides on how to change the picture that show up on the Quick Match page, based on what race option you picked. So for example if you customized the Zerg's background pic to a picture of a pig, the next time you go to Multiplayer and pick Zerg, the background picture will change to that picture you customized. The method to do so is pretty complicated, though.
You can also customize the picture of Starcraft II's in-game's Homepage to the picture you want.
