So the downstream server is up (the upstream server has been around for a lot longer) since yesterday, and I finally started seeing myself getting data from there and Source quality has suddenly become watchable again for me on my 100mbit fibre...

Seems like good news, especially for non-partnered streamers who might finally have watchable streams e on ok quality settings.

Was this just today? Twitch has become unwatchable for me as of late. I've got broadband cable internet with 100mb download and last night I was trying to watch SEACraft on low quality but still more buffering than actual view time. In the end I gave up on it.

No, Twitch don't advertise this stuff, I got this info from a dev on reddit. He said something about it taking a little time for all ISPs to start connecting.

You can confirm where you're getting the stream fragments from in the chrome/firefox network tab developer tools and such and if you're a non-chrome scrub you can just leave the thread.

Still, I've yet to conclusively test non-partnered stream buffering for any improvement.

Bad news for non-partnered streamers locally expecting it to be served from AU and thus making streams watchable...

Serving smaller streams out of AU does not yet make sense due to issues related to cache hit rate and transfer times. Once the cluster is better tuned, it is likely the threshold for being served out of SYD will drop.
