David Kim has recently posted a new blog with some more balance discussion and community concerns regarding it.

Mass Mutalisks vs. Protoss
This has remained a community concern since we commented on the issue at BlizzCon. In light of the community’s consistent feedback, we’ve decided to re-evaluate our decision to address this issue in Heart of the Swarm though, as I mentioned in my last Q&A, we prefer to avoid making major design changes until an expansion, since that’s a time when unit changes and dramatic shifts in strategy are all to be expected. At the moment, we’re investigating how much of an impact mutalisks have on the PvZ in order to gauge whether a change is truly necessary, and if so, when the most appropriate time would be to implement a change. If the data suggests that we should make a move sooner, then changing the protoss phoenix seems like it could be the best approach. Still, due to the significant impact it could have on all protoss match ups, we’re being very careful.
Nydus Worm is Too Inconsistent -- Make It More Like the Overlord Transport
We’d like to see nydus worms used more often, and we’re contemplating some changes to achieve that goal. The idea for the nydus was for it to have greater rewards while being more difficult to pull off versus overlord drops. So, in that light, nydus worms being less consistent than overlord transport is intended. We still want to preserve that risk vs. reward ratio, and the zerg already have the overlord transport and they don’t need another identical or very similar method of transporting units. Thank you for this suggestion, and we will discuss ways we can have nydus see more play without changing the design of the unit.
In fact, zerg is not struggling at any level of play, and their win ratio compared to skill is extremely solid at every skill level.
Make sense.

Terran Can’t Beat Protoss
We don’t think this is an accurate assessment of the matchup because win/loss ratios are swinging both ways. This is especially true at league levels below Masters. That said, we have noticed that terran at lower skill levels are underperforming a bit, especially vs. zerg and somewhat vs. protoss.
would now be the hardest race to use at low skill level ?
definitely thin they need to improve the nydus. He says it has greater risk but greater reward but tbh it has ne better reward THOSE MOFOS COME OUT TO SLOW GRRR !#@!*(&$ @
They considering buffing phoenix to deal with mutas? I'm scared.
Yeah I can't believe that they even mentioned mutas in ZvP. Theres a reason that I don't use them any more.... because Protoss know how to deal with them now. Might as well talk about nerfing Phoenix in PvZ.
I dont think there is any balance issues at present but zerg is just a boring race. They lack creative builds. If you want mobility as terran you have hellions, banshee and medivacs and even landed vikings. As protoss you have warp ins, blink (o, BTW, why is zerg the only race that doesnt have cliff climbing?), phenoix (ok not too useful against terran), DTs (i class them as mobile because of perm cloak, harder to snipe in mid-field).
Zerg has muta, ling bling. And only the mutas are capable of attacking a fortified position economically. Now maybe they just found it impossible to have balanced and creative units in an army that is meant to be traded more often than not, but its just disappointing to see zerg be so linear and boring.
Yes, yes, zerg can insta tech switch mid and late game. But that still leaves a rather boring early game where to only option is really to expand. Ocassional early pool/baneling bust/roach rush might be effective, but they are all a-move strategies. Where's the thrill of the DT warp in? The sudden cloacked banshee? If they make the nydus a viable option, I think that would go a long way to making the game more interesting.

Phoenix openers are actually pretty awesome vs terran, just ask OptikZero.
Edit: Also, if they make spire tech (See: mutas) weaker, we need some sort of response to protoss air, because right now everything else loses to phoenix. Hydras are godawful, infestors need to reach a critical mass before they become useful, corruptors are like mosquitos hitting them, and queens... **** queens.
Yay protoss buffs, give us our pylon range back plz!? thx...
Oh and i really hope they actually change the carrier now that everyone has QQ'd about removing it because removing it without changing anything even the SMALLEST thing through out EVERY SINGLE PATCH!! That's right.... even beta patches it has been unchanged.
^^ I dont think kim & browder like the unit at all, They were trying to get rid of it, even back in the beta. And hence they cannot "find a role" for the carrier. I think it's again a problem with the way the unit works currently, there was an excellent explanation given by tyler on an sotg about how carriers were used in brood war in specific situations, and how you'd have to micro them.
I dont really understand why zerg complain about protoss forge fast expand, why should they be the only race that can fast expand.
The role of the carrier doesnt vary from SC2 to BW... i mean, if they get rid of the giant cock shooting lazer unit then it would be so much better coz that unit is a giant ****. i mean evey time i want to build one i have to hit C. (the colossi not the carrier)
The carriers role relies in control, and right now the carrier micro doesnt allow for that, just watch a brood war vid where the carriers are harassing over a cliff going back and forth while interceptors fighting. Amazing.
it's probably to do more with the top zergs on korea going two spire upgrades with mutalisks and completely raping protoss players with it. it's sad because buffing phoenix will probably be an overkill or force zergs to start being more active with infestors around the map by fungaling the phoenix. idk @@
