i was wondering has any1 in the sc2sea community actually got a partnered stream with twitch.tv or own3d.tv or something

I believe most sponsored players do. As well as major casters AKA benji not sure about other casters. Any stream you see the adds have the line this add directly supports streamer name. That means they are making money from you watching their add.

Thermaltake which is partnered with Twitch automatically get their players (pig and yang) partnerships with twitch even though they don't meet the requirements
