T3, T4, T5 play in a Ro32 knockout format, random seeding
6 teams play an extra game. Let's call these 6 teams [X]
16 teams advance
Round 2
T1 v T2, random seeding.
10 winning teams will advance to Round 4, 10 losing teams advance to Round 3.
Round 3
16 teams from Round 1 and 10 losing teams from Round 2 are combined to play a Ro32 knockout format (random seeding)
6 teams get a walkover. Any [X] will be given a walkover.
16 teams advance.
Round 4
16 teams from Round 3 and 10 winning teams from Round 2 are combined to play a Ro32 knockout format (random seeding)
6 teams get a walkover. Any team given walkover before is not eligible for this walkover. League table toppers are seeded into this 6 teams.
16 teams advance
Round 5
Ro16 knockout format, play till there are 4 teams left. Random seeding.
Playoffs
Final 4 compete in a showdown for positioning. Semis -> Finals + 3rd and 4th
I tried to avoid the seeding based on league table thing because it is highly problematic. (e.g. unfair due to fixtures favouring certain teams, ties, etc) Should I completely remove it?
Other thoughts?

I think list the total number of teams for each round to make it clearer - so for e.g Round 1 = 35 Teams
I dont think losing teams should be given another chance.
Qualifying Rounds - Round 1 & Round 2
35 teams. Somehow we select the best 12 from these 35 teams. Single ELIM with byes?
Round 3: SE Bo32
The Tier 1 & 2 total of 20 teams join in with the top 12 teams in round 1&2 and follow a normal SE tourney style.
There are 56 teams registered so you need to make a 64 players single elimination bracket.
You need 32 seeds so from 1 to 30 you take tier 1+tier 2+tier 3.
Then you take 2 teams of tier 4. I propose KFC and exoFG as they are the strongest teams of tier 4.
The for the rest you just mix. Tier 4 and Tier 5 teams won't go through second round normally as they will face tier 1/2/3 teams.
So yeah however you placed them they won't win the next round.
How do you determine 'team strength'? It seems highly subjective - for example I personally feel that the top 4-5 teams are VERY closely matched
Can I suggest that top 4 seeds based on the first SEACL? I'm not sure if there was a 3rd and 4th placing though. This will at least reduce the 'subjectiveness' of seeding abitD, and base it on merit (tho I know TA isn't as strong as last season)

The format that we shall use will be what Frogmite generated, but apart from the top 8, the rest are randomized.
I'll include this in the FAQ of the post I'll make, as people are sure to ask about the format.
How was this format decided upon? Knockout format
The preliminary ideas involved convulated formats such as T5 v T4 then v T3 then T2, or T3+4+5 in Ro32 then T2 v T1 then recombined to form Ro32 then etcetc which was in itself overcomplicated and hard to settle due to the different numbers of teams in each tier. After much deliberation, we decided it would be best to use a simple Ro64 single elimination format.
Seeding
There are 56 teams registered in total. You don't need a mathematician to tell you that this is an odd number for a knock-out bracket format and will require some seeding (as 8 teams will get a walkover in the first round)
The 8 teams that are seeded directly to Ro32 were decided in this manner:
Top 3 seeds were the top finishers of the previous clan league, in order of ranking.
The other 5 were decided according to relative strength - a voting process among the SEACL admins. (Most of us have no affliations to any of the top teams)
This formats tackles the problem of favourites being eliminated in the first round, and ensures the top 'crowd favourites' will not meet each other till the later rounds.
It also gives lower ranked teams a fighting chance (as we all know it's virtually impossible for a BSG team to beat a GM team) as the randomized first round may result in BSG v BSG and GM v GM , yet won't be as drama-inducing as say, xgKing vs Herocraft in Round 1
I will do the randomized draw on stream, to create a bit of drama perhaps? Like how the FA Cup draws they take out balls from the fishbowl thing lol.

1) k use ur top 8 then, it makes more sense. so only mith/tot not in top 8.
2) then randomize the top 8 to give them seeds.
Secondly, though I'd rather award the seeds to the league leaders after round 1, if you're gonna award them all the tier 1 I suggest using their positions on the table as seedings.
As for awarding the first 4 seeds to the top 4 of last SEACL (which were TA, aLt, ngen and inFi) perhaps we could do that for the next SEACL cause it seems like a good idea.
Also I think you should split all the leagues in two and randomly assign the teams to each side of the table.
