Tanking loss is losing a lot of games in a row that avoid getting promotted in a higher league. It can be done on purpose (=smurfing, portrait farming) or not (bad isp).

Whatever it is, the player is considered as not fit for playing league restricted competitions, as his MMR is faken by that loss tanking.
