Yeah, Blizzard felt that vT wasn't balanced, so they gave Terran a chance against Terran by adding this unit.. TvT was a particular issue in the vT match up balance issues. It only had a 50% win-ratio. whereas other Terran win-ratio's are much higher.

I've always wondered why Terran struggled in the TvT matchup thanks for clearing this up,

That is obviously a futuristic observer.........WITH A HAT (more like a tiara but yeah)!

The success of tf2 and dota 2 has made blizzard consider hats for all future units. I suspect many other accessories will be on their way to customize your units and pwn your opponents in style.
