MW3 has unranked dedicated servers, which is enough for a competitive scene.

A game doesn't have to be strictly competitive to develop a competitive scene. Just look at Smash Bros.

If you can not unlock all gear using a dedicated server in MW3 (I'm assuming you can, since you could in MW1) then it would fail the test of a strictly competitive game.

It's arguable that any game game can be considered competitive.

WoW PVP is competitive (even though I do not agree), and that has item restrictions.
