True true... perhaps the other way is to do with 7 buckets of players and the top 2 of each bucket gets into the top 16. SSL Dec top 2, as suggested, should be seeded.

I think the best way to do it is still via online group stages, where the top 2 of each group proceeds and the players would organize matches themselves(else they get walkover-ed). It's also more versatile as if you have <64 players you could adjust the size of the groups/number of people to proceed from each group and seed the top few players from previous SSLs accordingly.
For etc,
if there were 44 signups(including oxy&rev),
you could seed both of them and put the rest of the 42 into Groups of 6. So there would be 7 groups and top 2 from each group proceeds which means you'll end up with 14 players advancing... + oxy and rev = 16.
And if you have a 36 players.. just make 6 groups of 6 without seeding, etc
Might be a little more work but fairer and more flexible imo. you wont leave out those who sign up slightly later either...

Online group stages will be better, just like world cup.
The top players with most achievements will be in different groups (so that in one group won't have all the top players).
Then the rest will just be "randomly place". Same format as World Cup. Then the top 2 will proceed to the round of 16.
So there's no need for double elimination in RO64 etc which might makes things too complicated.
Also, group stages are more flexible as we can arrange playing time with our opponents separately or beforehand.
To do a knockout system need a more specific number. But group stages, any number is possible.
