What works for me is recognize general good timing to expand... for instance, completion of key tech (col pops out, slap down an expo) or when you push out.
If you are going to be keeping your opponent busy for a good minute or so, expand. If they are to busy dealing with you, they won't be scouting or trying to take down your expo.
Also if you do a controlled push and it fails, having that expo will mean quicker bounce back, making it less allinish.
