They just are The brackets were randomized.

But am I right in saying that no matter which one wins, both teams have a chance of advancing and won't be eliminated in the first round?

No you're not right in saying that haha It's round robin so every team plays every other team and the teams with the most wins / losses are the ones that take the top of the table.
