I tried the links... I think the problem is bliz website related. They will probably work on it soon. So no worries.

Yes it is 100% on Blizzards end (it happens quite a lot on the EU server for some reason). The message and section is auto-generated by the program when ever an account has a problem so the message has to be generic and cover different types of problems.
