My few cents: I don't know/care if Wardi is Platinum or not on NA, I'm not going to spend time finding that out when others are doing it.
But for what it's worth after casting Wardi through all of BSG last night with Seffy/Kumo I can kind of see the level he plays at. He's certainly not at a Platinum level (his negative win/loss on NA actually supports this theory - if it is him) He just knows a few build orders for each matchup and can execute them decently well. An example of this was the series against Suipr, he knew a blue flame hellion build and used it rather nicely - albeit it was slow but the end result was still the same BBQ. He is very bad at making SCVs and gets supply blocked heavily. I suspect that he's only where he is on NA because he has a grounded build order in front of him with step-by-step instructions. Not because he's actually Platinum level mechanically, and I'd wager not even in the safe Platinum level for MMR, he's fast but speed doesn't mean much when you don't do anything with it.
To Soul, your motives are because Harreh got knocked out by him, which is fair enough but I wonder if you'd have raised this if you weren't somewhat sour of the outcome. Harreh is silver and the TvT series between the two went for over 80 minutes in total. They were evenly matched completely. If Wardi was truly 2 leagues above Harreh then would it not have been a whitewash? Harreh had many opportunities to win the series and in the game he actually won he was so passive/indecisive to the point where he almost let Wardi back into the game, despite a 100 supply difference.
In the end, I have no stake in whether or not he was a smurf and if he gets banned as a consequence. He provided entertaining games and not to nitpick, but the rules do not mention NA license so either they need to be fixed or you have to take Wardi's current ladder rank on SEA which is silver after 23 games played and was also Silver last season.

I would agree with Matt.
Even during the days of WOL, it was common knowledge that someone on SEA would get on NA first. So a low on NA would be equivalent to a mid-high on SEA. This however usually settles by and isn't true for KR where a on SEA seldom means even a on KR. And his negative win rate demonstrates he is either close to demotion or if a low on NA. This should suggest he is on SEA.
Even in WOL, a on SEA could get a on NA. However I think u should be alarmed if someone who is on KR or or top 8 on NA as BSG.
If there are further doubts, then look at replays instead but there is no clear cut answers to this.
