That's a really cool prize for a BSG tournament. I won't be suprised to see many smurf on the tournament, considering its online and that the prize is very rewarding especially for an BSG tourney.
There's only one problem that I have with your idea. How will the admins tell if they are smurfing or not? There are a lot of Bronze-Gold players that are better at some parts of the game than other players, and if the admins judge whether they are smurfing through their gameplay, and if that caused a player to be disqualified, then that would cause issues, because whether a player is deemed good or not is subjective and is an opinion. It would suck for a player who has practiced a lot for this tourney to reach all the way to the RO4 and then get disqualified because the admins consider him to be too good for his level.
I suggest that you weed out smurfs by using factual information rather than judging the player's play and decide whether he is smurfing or not from there. That might prove to be rather a challenge considering that this IS an online tournament and that there is no way to keep track of the players playing other than their account names. Perhaps add a limitation that the players must have at least 50 career games played first on the sea server on their account page. I don't know, that's just an idea from the top of my head.
Overall, a nice initiative and a nice prize pool to boot
