i was always under the impression Optus lines always directed through the US first, thats why optus users have trouble with SEA / KR, but it seems to explain why other ISP's have gone to a bad connection to sea as well!

Actually I've always had better ping to KR than to SEA because it's only SEA that seems to go through the US.... I believe Optus have access to the lines that go directly to East Asia, but not to the SEA ones.
And I'll leave that there, but I just ran a tracert to kr.battle.net to confirm this, and apparently I have 400+ ping there, the cause being that it is indeed being routed through the same channels as optus singapore traffic. (evidenced by the singtel servers, it seems). gg optus, this did not used to be the case and i got a reasonable (when your best ping to any server is 220-250) < 300 ping to KR.
There does appear to be some changes in routing from at least Optus... can't speak for any other isps though.
