With the new features that the patch has brought us, the following is in effect (ie. it applies this week too!):
Should a player Disconnect, the match will be replayed from where the replay stops.
Should said player Disconnect for a second time, the recommended action is to wait for another rematch. If the interest of time becomes an issue, contact an Administrator immediately and a decision will be made.

Im just wondering if there is any way to stop players from looking at full vision during that replay? what is the procedure to make sure they don't watch every thing in the replay while fast forwarding to the point the game disconnected spotting that tech switch or spotting that hidden base.
Or is it based around honor system much like streams running at the same time are?

From my experience of it, the host of the resume presses go and then the match resumes. The only way they can look at the replay is via the normal method of opening the replay. If you see the person go in game (watching replay) before you invite them into the replay recovery lobby, then they are cheating and should be forfeited.
