Consider that the new ladder season only just kicked off today, and many lower league players might play only on weekends, so league placement will happen gradually over the next few days. There'll be all kinds of issues like promotions, numbers, inactivity etc, as well as the recruiting to try to combat these. It's not unreasonable to expect many current gold players will be platinum by the time SEACL kicks off, so it's safer for a lot of managers to hold off submitting a roster until closer to the cutoff date
