if it's scouting you're having issues with, then scout more.

ZvT, you can sack an overlord around 6minutes to see what he tech he is going for/

ZvP, double overlord sac from behind natural and from main to see what he is up to

ZvZ, I don't even scout, just need to develop game sense

this being said, all these timings might not work in lower leagues as the build orders they do isn't the optimal...

Maybe just follow the simple concept of

Is he expanding? Drone
He's not expanding, make units
