Yes it is, as long as you have an account in G P or D and havent been masters or GM at any stage you can sign up

Oh you obviously need an SEA account to play.

9pm Sydney time, 6pm Singapore time. I believe you can sign up right up to the starting time.

ok sorry i hate time zones.. and now im getting confused.. badger says its on at 9pm.. ur saying its an hour away... can some one help me out here. if im in brisbane what time does it start

He said it starts in 4 hours... and he said that an hour ago. So simple maths would say its starts in 3 hours from now.

due to the times on the website being differentt ot the time on my computer it confused me

If you were Masters at the end of a season. If you feel back to diamond within the season it's ok.
