This alone shouldnt be the deciding factor. These tournaments are only every 2nd month remember. Plus i've been saying it for ages, but 2014 is going to be a big year for sc2. More $'s, more competition, more rewards. There are also other SEA only competitions, such as Masters Cups. SEA Rising Star is about new players, not past stars.

Open Challenge editions are only every 3rd, so twice a year.

This looks great! As for feedback IMO you should have them all open. Only inviting 8 players stops unknowns from signing up, no? Assuming I read that right.
Also not to be pedantic or anything but YoonYJ and Aaron should also be excluded because theyve won Master's Cups too :P
Yes same rules appy to them, but to my knowledge neither has touched SC2 since 2012 so i didn't list them. Whereas Tgun + Mafia played in SCS Grand Finale 2 months ago, and Light still posts frequenly/follows the scene.

Invites will be based on OSC + LAN tournament results, tournament participation, good series victories/scalp wins, ladder practice, etc

I think top 16 is fine but only top 8 get prizes? This in the same way rewards people for putting in time, work and #dedication but further rewards those who has skills.

My thoughts exactly, plus winning one series sounds like a healthy necessity(and frankly it's not too demanding) to have a slice of that cake!
I'm willing to try 16 invites if that's what people want, but that'd be the max.
It's not going to be just Masters+ guys who will be invited, there are a few of the mid level players playing in most tournaments, pumping out ladder games, trying their very best to improve. That speaks more to me than a talented player who doesn't put in the time, or participate in tournaments. These guys may earn an invite if they keep it up. I wanted to give a little incentive to those who are trying hard. 16 players makes it harder to win, but would also have greater chance of an invite.
If it's 16 players, I might look at restructuring the prize pool, maybe top 6, with a random give-away or 2.
