Varun can because he's in India. I can too (don't know if I speak for Singaporeans), with similar latencies to NA (just slightly higher, maybe 30-50ms more?). Nem says it lags during peak hours in EU for her.
I like playing on EU sometimes, especially when I get the urge to play Starcraft really early in the morning. I don't get too bad ms, but my skill isn't really good enough to notice how it has an effect on my play. I do sometimes notice lag-spikes, but nothing to bad.
I know a few contacts that I can talk to Eddie, if you want some help organizing this. I would love to see a lot more cross over between SEA - NA - EU. Maybe Clanwars or alike.

I cant play Korea let alone europe they both lag to hard for me so it kinda sucks :/ 400 ping. and korea just spikes to 400 so often its hard to micro.
I used to play in EU only from Singapore (until end of WoL, before it was possible to connect to any region as I bought the game in EU).
Ping is around 350ms but fairly stable. It is playable but the delay is sensible and not very micro friendly (I had to anticipate force fields for instance..) but fine for my level (used to be high plat).
My experience of play in SEA is way better in term of game feel, but I'm in Singapore.
In my experience it is difficult to interact with Europe from SEA because of time zones. People are starting to connect to the game end of the day, time to sleep for us.
EU have many options from the SC2 community like ESL, many small tournaments (wannawar.com), clan leagues (pandaria-wars.com), etc and I know only the French part...
On a good day or timing usually early morning for me to mid morning, it is relatively smooth and comparable to NA for me. During eu peak hours, the lag, delay, spikes r common. Team games even 2v2 is where all that is v noticeable... including random drops, dcs.
