if u wan use seige tank i think the core unit is tank marine + bunker to contain the P and turrets as 1 contained P is most likely to do dt

There are heavy mech styles that rely on tanks as a backbone of the army and support them with marines/hellions etc. The value of this is that while you're not mobile, it's extremely hard to break well-positioned tanks with supporting units + turrets, so you can expand and hold position/harass while macroing up a huge ball. Obviously, it's weak to robo aggression that can break T outright, or a large air transition.
Sometimes, you see tanks in tandem with a more standard bio army. This is somewhat effective vs more standard colossus balls, because tanks are able to heavily punish the stacked P ball and outrange the colossi. This build tends to suffer more against zeal/immo/ht styles, but can transition to Thors in the lategame which perform excellently against whatever P has on the ground.
You dont see tanks vs P because once you get caught out of position once with bio in front vs speedlots, the splash does more to wreck your army than there's. Tanks are great defensively but I hardly ever use them unless a Toss fe's.
Tanks are gonna be even less efficient now, Chrono'd Phoenix's build in 25game time seconds O_O
If you see them going Phoenixes early just go pressure and bait their inevitable Sentry for Forcefields.
Tanks work a little later on as a support but don't function too well as a standing army unit against a Protoss player. They're great later on to fortify your positioning. Once in position, you can move your Bio forward and retreat into tank range whenever want. Slow forward Tank crawls are really awkward to deal with. I think that's why we see players going for a more Bio centric opening and then suddenly whip out their Tanks en masse to forward crawl.
Basically they're not good when directly up against Protoss's Robo or Stargate units but they're a long range splash unit and THAT is good against all races.

Personally, I perfer thors vs P with a few ghosts and ravens, they are deadly vs all protoss land units.
But I do like a few tanks for securing xpos, specially your natural.
You should check the Steelseries Dreamhack series casted by D Apollo and Day 9 in Day 9's channel. It's TvP. And the Terran, comes out strong with early harass (banshees) to expand to tanks and mmm. He's very aggressive with leapfrogging the tanks in front of the Protoss' base, baiting units to the range of the tank with the very mobile MMM. Terran even stops worker production at one point in time to pull off such intense aggression. Very pressuing. The Terran won the Bo7 finals, 4-1. Good stuff.
