A. Yes. Click on the in-game ladder icon, and then click "Grandmaster" to see the current season rankings.
Q. How active do I need to be to stay in the Grandmaster League?
A. Your unused bonus pool must remain under 270. This means you can't get three weeks behind. This is equivalent to roughly 45 games.

From what it says, it sounds like after the first two weeks, the top 200 players will be put into grandmaster league.

IMO, it will work the same way it worked when the masters league was implemented; Blizzard will pre-determine who will be in the GM league (i.e. the Top 200 players in the region) and those players have to play a single league game (win or lose) in order to be promoted into the GM league.
I like that there's guidelines in order to stay in the GM league; unlike when masters was first implemented; they said that the players had to be active - which pretty much meant that the players who were eligible for the masters league (due to a high MMR) needed to play a league game, or two, get promoted and then could leave their accounts again whilst staying in the master's league.
I do believe that bonus pool get wiped for the new ladder season so it is possible for those of you guys who have been hiding in the KR/NA ladder to get into GM league when the new season starts. Of course staying there may be another matter. (you only get kicked out of GM league when you have a bonus pool of more than 270 if you are already in GM in the first place)
